  does he speak and not act, or promise and not fulfill?.

  when the god you worship pronounces judgement, is he, really just issuing a warning or has the matter been determined through all the godly powers of insight, foresight and perfect judgement?

  i dont know where or what HMP Birmingham is.

  I am aware of HMP Winson Green--which isnt far from Dudley. I knew a JW who was a prison screw at Winson Green in the 60's.

  then they will begin questioning other rules if they should really be "conscience matters".
